• Perspectives on the value of shared spectrum access (2012) - with Simon Forge & Colin Blackman, for the European Commission.
• The Local Radio Handbook (1991). This 90-page booklet was published by Internews to help promote non-state broadcasting in the former communist countries. It was translated into Armenian, Czech, Hungarian, Macedonian, Romanian and Russian. Thanks to the Swedish Community Radio Association (Järva-Västerorts Närradioförening) for keeping it online.
• "Post-Communist Local Radio: An Overview" (1996). Written for a symposium in Austria on "International Models of Free/Private Radio." It describes the situation in Eastern Europe at a time when broadcasters' innovations and problems were greater than they are today.
• "Beyond Licenced vs. Unlicenced: Spectrum Access Rights Continua,". Background paper for an ITU Workshop on "Economic Mechanisms for Spectrum Management," Geneva, Switzerland, 22-23 January 2007. The accompanying Powerpoint is shorter, less formal and with some rather more radical ideas.
• "Frequency Conversion and New Technologies: Challenges and Opportunities in Spectrum Management". Text of a speech given at the Center for Strategic Research in Moscow, 20 June 2006 on the conversion of radio spectrum from military to civilian use.
• "Some Possibly Useful Heresies" - presented at a European Commission workshop on "Collective Use of Spectrum" (April 2006).
• "Spectrum Reform: Too Much is Not Enough" - presented at the London School of Economics, at a workshop on "Spectrum Reform in the UK," 6 July 2007).
• "Writing a Business Plan for a New Radio Station" (21 kb; May 1992 version) - this was for people trying to start new radio stations in the post-communist countries. Some of the ideas may be applicable elsewhere.

• The Open Spectrum Foundation - I founded this nonprofit research and advocacy project in the spring of 2005.
• "Personal Radio," Whole Earth Review, spring 1986 - part of a 60-page feature on "Wirelessness" that I edited.
• "Inhabiting the Electromagnetic Environment" - about the health effects of exposure to radiowaves and magnetism - published in the Whole Earth Review, fall 1990. It was part of another large feature that I edited for Whole Earth, called "Radio Earth," which is available - minus all the graphics and clever page-layouts - at FindArticles.
