ROMANIA

• According to "Evolution of world-wide acceptance of 2,4 and 5GHz bands," Approval News, April 2004, Romanian Ministry of Communications and Information Technology Order Number 423 (8 December 2003, in Romanian) designates bands for low-power devices and harmonises the 2400-2483.5 MHz band for IEEE 802.11b and IEEE 802.11g radio LAN applications. The 5.150-5.350 GHz and 5.470-5,725 GHz frequency bands are harmonized for RLAN use according to ERC/REC 70-03 Annex 3.
• "DECIZIE Nr.62/25.01.2005: Privind Categoriile de Frecvenţe Radioelectrice a Căror Utilizare Este Liberă" Inspectoratului General pentru Comunicaţii şi Tehnologia Informaţiei (published in Monitorul Oficial al României, Partea I, nr.138 - 15 februarie 2005). This specifies the bands for license-exempt devices in Romania, including 2400-2483.5 MHz and 5725-5875 MHz. (Note: the European Radiocommunication Office's survey, Status of ERC Recommendation 70-03 Relating to the Use of Short Range Devices, claims that in Romania an "Individual license [is] required" for both WLANs and "non-specific short-range devices" in both the 2.4 and 5 GHz bands. Our research indicates that is not correct.)
• "Indicative and Non-Exhaustive List of Equipment or Sort of Equipment" - current list of type-approved radio equipment which can be "placed on the market and put into service without restriction."
• "Trends in the Information Technology and Telecommunication Sector" by Roda Tinis, US Department of State Foreign Commercial Service, April 2002: "Licenses for the use of frequencies are issued by the Ministry of Communications and IT, for a fee. Before issuing a license, the Ministry needs to get the technical approval of the General Inspectorate for Communications and IT, which monitors the frequency spectrum and assigns frequencies..."
• "Govt. kills ANRC before ex-president's return," HotNews.ro, 22 December 2006: "Four day before Christmas, the government decided to cease all activities at the National Telecom Regulation Agency (ANRC) and close the institution for good. ANRC is in the middle of two scandals: the postponing of the interconnection fees decrease at mobile telephony operators and the trial won by the former president, Ion Smeeianu, who proved that his mandate was abusively revoked [by the government]... By closing the entire institution, [Smeeianu] has nowhere to return to..."
• But T-Regs' Yves Blondeel reported on 4 January 2007 that "ANRC is being replaced by a new National Regulatory Authority for Communications and Information Technology (ANRCTI), under the same leadership and with the same staff."

• "Zapp WiFi Cabs," by Dan Berte, Wireless Is Fun, 26 June 2007, in English: Romanian CDMA mobile operator Zapp has equipped 100 taxis serving Bucharest's airport with mobile Wi-Fi. The first 10 minutes of use are free, and the next hour costs USD2.
