NEWSITU consultation on spectrum management for broadband promotionAn ITU consultation on "best practice guidelines" for using spectrum management to promote broadband access ended yesterday (5 September), and the responses received have been put online. Letters of invitation went out 27 June to the regulatory authorities of all ITU member countries asking them to "submit five essential regulatory principles in spectrum management to promote broadband access." The responses, all limited to two pages, will be edited into a single document and posted on the ITU's website before the annual Global Symposium for Regulators on 14-15 November. Twenty-two contributions received by yesterday's deadline have already been posted on the consultation webpage. Bulgaria, Ireland, Lithuania, Nepal, Poland, Switerland and Thailand nominated the license exempt use of spectrum as an essential principle, while St. Vincent and the Grenadines recommended that certain bands be set aside exclusively for "noncommercial" and "community" broadband.
