But the current "List of Activities and Services Licensed by ANRTI in the Telecommunications and Informatics Domains" indicates that a general license is needed for "Operation and provision of data transport services via terrestrial networks" and "Informatics services in public places." However, the reports of decisions made by the Licensing Board suggest that when service to the public is involved, one must apply for a general license and these are issued individually - typically for 5 years - even if most of the conditions are generic. On the other hand, the fact that private WLANs are not found in the Licensing Board meeting reports suggests these do not need even a general license.
• "Сотовики расплатятся за радиочастоты" (New fees for using radio), Internet Press Gazette, 13 January 2005, in Russian: starting in 2006, all users of the spectrum, government agencies as well as businesses, will have to pay for the use of radio frequencies. This is a provision of the Law on Telecommunication and there will be no exceptions, though the military will have certain advantages. An initial fee for assignment will be followed by annual usage fees.
