According to Wireless Networks for the Developing World: The Regulation and Use of License-Exempt Radio Bands in Africa, by Maria Isabel A. S. Neto (2004), WiFi licenses are issued automatically in Chad for indoor use, but power output is limited to 40mW.
"Arrête N°010/MPT/SG/04: Portant Agrément des Equipements Terminaux et des Installations des Télécommunications," (Granting approval of terminal equipment and telecommunication installations), Ministry of Posts and Telecoms, April 2004, in French. Article 12 says: "L'agrément vaut autorisation de connexion à un réseau ouvert au public, sauf pour certaines catégories d'équipements terminaux radioélectriques non destinées à cette utilisation." (Approval is equivalent to the authorization of a public connection to a network, except for certain categories of radioelectric terminal equipment not intended for this use.)
La Loi n°009/MPT/98 portant sur les Télécommunications (17 August 1998) established the Office Tchadien de Régulation des télécommunications (OTRT) and Société des télécomunications du Tchad (SOTEL TCHAD), a state-owned telecom company which was later privatized.
According to ACREG's Chad Telecommunication License Database, ISP licenses do not allow "self provisioning of infrastructure (VSAT, WIFI etc)" and there is no national table of frequency allocations.
